Many of you have sought a waiver and re-initiated face to face contact with your children over the last couple of months. Thank you for your diligence and attention.

As of mid-November 2020, COVID-19 is more widespread in our local area than ever before.

You are encouraged to adhere to the Moratorium described above.

If you must visit your child face to face; please exercise extreme caution and follow all HCCASA Visitation Protocols (including asking the Screening Questions before visiting).

HCCASA VOLUNTEER FAQS – november 2020:


Q: How do I get information about calling in to Court?

A: HCCASA has established protocols for CASAs calling in to testify in tele-Court, and in November, are beginning to offer the option to attend court by video. Please see the latest Calendar + Announcements email from Stephanie for details. Note that Court will continue on Zoom until at least December 31, 2020.

Each week the Court will issue call-in information for the following week’s hearings. We will send this information to CASAs as soon as we receive it from the Court.

PLEASE NOTE at the Court’s request we are sharing the last 3 digits of CASA’s call-in numbers with the Court Coordinator. We will put them on the weekly Calendar – please confirm the digits are correct, and let us know if they aren’t, so the Court Coordinator can properly identify and let you into the Courtroom.


Q: When is CASA’s Moratorium on face-to-face contact for volunteers?

A: As of September 25, 2020, the Moratorium on face to face contact for CASA business, for staff and volunteers alike, continues until February 1, 2021, per Texas CASA’s Board of Directors.

On September 1, 2020, HCCASA began accepting request for waivers from CASA Volunteers to re-initiate face to face visits with their assigned children. We will continue to accept these waiver requests for the foreseeable future.

Once you have a waiver in place, you are authorized to continue face to face visits going forward without the need for further waiver.

If you haven’t already gotten a waiver and you want one, contact Goldie or your case supervisor and we will put the documentation in place.

AS OF NOVEMBER 16, 2020 – Due to the sharply rising numbers of local COVID-19 cases, we encourage volunteers to use the Moratorium in place and avoid face to face contact with children or parties for CASA business unless absolutely necessary. 


Q: What if there is a situation in my case and I need to see the child(ren) face to face during the Moratorium?

A: If a situation on your case requires a face to face visit during the Moratorium, contact Program Director Goldie Rabson ( to discuss a waiver to allow face to face visits. Please do not make any face to face visit arrangements during the Moratorium before speaking with Goldie. We are looking at waiver requests with an eye to grant all, unless we are aware the placement has been COVID-exposed recently.


Q: What are HCCASA’s office hours?

A: The week of November 16, 2020, the HCCASA office will be open Monday – Thursday at 50% staffing (Amy, Colleen and Stephanie on Monday and Tuesday – Goldie, Raquel and Judy on Wednesday and Thursday).

The week of Thanksgiving (November 23, 2020), the HCCASA office will be closed all week. Staff will work remotely Monday, Tuesday, and Wednesday until 12 PM, and observe the holiday the rest of the week.

For the weeks of November 30, December 7, and December 14, 2020 HCCASA office will be open Monday, Tuesday and Thursday from 9 AM – 1 PM. Each day, two staff members will be in the building. Wednesdays and Fridays all staff will work remotely.

We welcome visitors by appointment, subject to screening and wearing a mask. When we are working remote, if you need to come to the office, we welcome that! 🙂 Please let us know so that we can coordinate a staff member to be here to assist you.
